These debugging tools are typically used by developers developing their own functionality for Jomres, or integrators who're editing templates to suit their own purposes.
The "Dump template vars" setting is often of use to users who're customising the system. When enabled the output is modified significantly, producing something like the following image. This allows an integrator to see which templates produce which output. If you hover over the filename you'll also see all of the labels that are available to that template. We regularly add and/or remove output from templates for stylistic reasons, however the underlying data is usually left in place so if you want to show something in a template, check first the popup over the filename. There's always a chance that what you're looking for is already there.
